Supporting NGOs in monitoring and influencing government policies
September 2005 – September 2006


This project already builds on the project ‘Supporting NGOs in monitoring government policies’ implemented in 2003-2005 aimed to establish mechanisms for NGO input to decision making (in sectors of environment, social protection and education). This project further develops NGO capacities to advocate for specific sectoral issues through established mechanisms (NGO sectoral working groups) and mechanisms to be established (regular dialogue with parliaments and relevant ministries).

Since there is no practical experience nor model for monitoring of the Mid-term Development Strategy/Poverty Reduction Strategy (at least not in countries of Southeast Europe), the monitoring initiated and coordinated by ICVA with active participation of some 40 NGOs represents an innovative experience for NGO sector, as well as for the authorities in BiH. The model used provides a base for further development and improvement of the process itself, and of the mechanisms for monitoring, and gradual inclusion of more civil society actors in the decision making processes in BiH.

The process is funded by the European Union (focusing on the sector of environment protection) and the Swiss Agency for Development and Cooperation (focusing on sectors of social protection and education) under two projects:

NGOs - independent monitors of government policies (2004-2005)

The primary aim of this project is to increase capacities of NGOs to monitor human rights within national policies and influence policy-making in BiH, focusing on sectors of education, social protection and environment.

The target groups are 1) NGOs, 2) beneficiaries of NGOs, vulnerable groups whose rights are often violated, 3) government bodies relevant for human rights protection and implementation of policies in the above sectors.

Project activities, within 10 month period, will include: development of the cross-sectoral ‘Expert Group’, three workshops/discussions on HR monitoring in practice, production of the publication on ‘independent monitoring in BiH’ including best practices, recommendations for the improved conditions for independent monitoring in BiH.

Supporting the work of the NGO Council BiH

ICVA continued to act as the main support body for the NGO sector in BiH, and the sole organisation capable of effectively linking the national and international NGO communities. NGO Council remains the unique forum for exchanging information and for discussion between all stakeholders involved in developmental processes in BiH.

As the secretariat for the NGO Council of Bosnia-Herzegovina ( 65 member organisation – national, international NGOs and observers), ICVA organised and serviced 11 monthly meetings of the full Council and the 12 meetings of the managing Executive Committee; facilitated the development of agenda, participation of guest speakers, circulated minutes and other information to members, and co-coordinated the implementation of agreed actions (including the development of NGO recommendations and further advocacy for the new tax Law).
